Pa Collective Agreement Salary

The PSAC and Treasury Board today signed new collective agreements for the Program and Administration (PA) and Technical Services (TC) groups, which were ratified by members on September 29. The two bargaining units represent more than 80,000 employees in the federal public service. Psac and Treasury Board also signed Phoenix`s damages agreement reached this summer. The employer proposes to limit the circumstances in which retraining is offered to suitable job offers, in which the level of the new job is not one notch lower than the excess position. This is in line with the employer`s position on wage protection (below). In addition, the employer considers that it would be wise to rationalise the expectations of the workers concerned in the vicinity of retraining rights in order to concentrate them on equivalent posts or up to a lower level. TBS has successfully concluded collective agreements for 17 CPA groups with 11 negotiators. These 17 collective agreements apply to workers represented by some of the largest negotiators, including THE CSPIP, CAPE and ACFO. Unlike the preliminary agreement for the Board of Directors` negotiations, which is to be put to the vote of PSAC members in the near future, Phoenix`s damages agreement had to be ratified by the PSAC`s National Board of Directors. The negotiator also requests that the quantum of paid leave for family obligations be increased from thirty-seven decimal hours (37.5), similar to other CPA collective agreements, to fifty-six hours and a quarter (56.25) hours, which significantly increases the current number of vacations. This provision of the PA collective agreement is similar to all other CPA collective agreements, including those that have recently been concluded.

The total of 11 days is competitive with provinces, territories, municipalities and private industrial agreements. The Public Utilities Alliance of Canada (PSSP) and the Treasury Board of Directors negotiated between May 2018 and May 2019 the extension of the Administrative Services and Programs Group (AP) collective agreement, which expired on June 20, 2018. PSAC successfully negotiated Phoenix damages that were significantly better than the agreement reached between the employer and other parties to the federal negotiations. The employer also points out that Article 5 (primacy of legislation) of the PA, SV, TC and EB collective agreements stipulates that the data of the companies established by tbS were compared to the 50th percentile of the market, with the maximum wage limit being used for their annualized base salary. The maximum amount of a salary range is a good indicator of the expected salary of federal employees. As of March 31, 2018, about 60% of PA employees had the maximum salary.
